When preparing for retirement, one receives letters sometimes signed “L’Assurance retraite,” sometimes “Carsat.” The natural reflex is to find out which organization actually manages our file, whom to ask questions to, and where to send our supporting documents. Confusion is common because these two names refer to related entities, but their scopes do not completely overlap.
Carsat and Assurance retraite: two levels of the same network
Let’s take a concrete situation. A private sector employee based in Lyon wants to verify his validated quarters. He connects to the website lassuranceretraite.fr, checks his career statement, and then calls a regional number. The agent who answers him works at the Carsat Rhône-Alpes. Both interlocutors belong to the same network, but they do not hold the same position.
L’Assurance retraite is the name of the public service that manages the basic retirement of the general social security system. This service is managed at the national level by the CNAV (Caisse nationale d’assurance vieillesse), based in Île-de-France. The CNAV sets the calculation rules, coordinates information systems, and pays pensions to insured individuals in the Île-de-France region.
The Carsat, on the other hand, are the regional funds of this network. Each Carsat covers a specific territory and applies locally the rules defined by the CNAV. When one understands the difference between the retirement insurance and the Carsat, it becomes clear that it is a two-tier organization: national management and regional execution.
In Alsace-Moselle and Île-de-France, the historical name differs. The CRAM (Caisse régionale d’assurance maladie) has retained its name there, but the missions related to retirement remain identical to those of the Carsat in other regions.

Carsat missions beyond pension calculation
The Carsat is often reduced to a retirement counter. In practice, its missions go far beyond the calculation and payment of pensions.
Prevention of occupational risks and health at work
The Carsat employs consulting engineers and safety inspectors who intervene directly in companies. Their role is to reduce workplace accidents and occupational diseases even before the employee reaches retirement age. This prevention aspect clearly distinguishes them from the CNAV, which does not manage any field actions in occupational health.
Social support and job retention
Regional forums organized by certain Carsat bring together stakeholders in job retention for insured individuals on long-term sick leave. The goal is to prevent professional disintegration, meaning to avoid a vulnerable employee slipping into an unplanned early retirement due to lack of appropriate support.
Once retired, the Carsat does not disappear from the landscape. It offers actions to prevent aging and assess home needs, with personalized assistance plans for retirees who are beginning to lose autonomy.
Retirement contact: whom to address based on your situation
The classic trap is to write to the CNAV when living in the provinces, or to look for a Carsat when residing in Île-de-France. The correct reflex depends on three criteria.
- Employees and retirees of the general scheme residing in Île-de-France should contact the CNAV (also known as Assurance retraite Île-de-France) for any questions about their rights, career statement, or pension payment.
- Employees and retirees of the general scheme residing in other regions should contact the Carsat of their territory. It is the one that handles their file, even if the online statement bears the logo “L’Assurance retraite.”
- Self-employed workers affiliated with the general scheme since the merging of the schemes also go through this Assurance retraite / Carsat network for their basic retirement, and not through a separate organization.
One point varies by territory: some Carsat organize information meetings in partnership with France Services spaces. These sessions, sometimes called “Cap retraite,” allow individuals who are not comfortable with online procedures to prepare for their departure with a specialized agent in person. The availability of these slots depends on the resources allocated by each regional fund.

General scheme and complementary retirement: do not confuse the circuits
The Carsat and L’Assurance retraite exclusively manage the basic retirement of the general social security system. The complementary retirement for private sector employees falls under another organization, Agirc-Arrco, which has its own agencies and website.
Specifically, a future retiree receives two distinct notifications when liquidating their rights: one from L’Assurance retraite (via the Carsat or CNAV depending on their place of residence) for the basic pension, and one from Agirc-Arrco for the complementary pension. Both pensions are paid separately, on different payment dates.
Confusing these circuits leads to delays. It is common to see insured individuals send their career supporting documents to Agirc-Arrco thinking it will suffice for their basic retirement, or vice versa. The safest approach remains to consult one’s individual situation statement on the info-retraite.fr portal, which aggregates rights acquired from all schemes.
Online procedures on the Assurance retraite portal
The site lassuranceretraite.fr centralizes the digital services of the network, whether the file is handled by the CNAV or a Carsat. It includes the career statement, pension amount simulation, and online retirement application.
- The career statement allows one to identify any missing quarters before initiating the official request. The earlier an anomaly is reported, the quicker the regularization.
- The pension simulator provides an estimate based on the data already recorded. If periods of activity are not included, the estimate will be undervalued.
- The online retirement application triggers the processing of the file by the competent fund (Carsat or CNAV). It is recommended to submit it several months before the desired departure date.
The Carsat of one’s territory remains the human contact point if the online processing stalls or if additional documentation is requested. It is the one that processes the file locally, even when the request was initiated on the national portal.
Remembering the following logic is enough to avoid getting lost: L’Assurance retraite sets the framework and provides online tools, the Carsat processes the file on the ground and supports beyond just the pension. Two names, one network, complementary skills.
